Port Zante Tests New Cruise Arrival Arrangements: What Visitors Should Know
Cruise passengers arriving at Port Zante in Basseterre, St Kitts, may find the arrival area laid out differently this season. The Ministry of Tourism has removed the barricades in the port’s courtyard and is trialling the courtyard as a no-solicitation zone. Officials describe the arrangement as temporary while they test whether it works.

What the trial changes
The changes were outlined at a Ministry of Tourism press conference on Thursday 1 October 2026, held at the St Kitts Marriott Resort to open Tourism Month. ZIZ reported on 7 October that the barricades had been removed and the courtyard designated a non-solicitation zone as a trial run. WINN FM reported the same day that the trial began on 1 October.
According to those reports:
- The barricades in the Port Zante courtyard have been removed.
- Guests leaving the arrival hall should not be approached for business in the courtyard, according to the Permanent Secretary in the Ministry of Tourism, Tivanna Wharton.
- The area outside the splash zone on the eastern side of the port is now a construction zone. In the meantime, a space near the private parking on the east side has been identified for taxi and tour operators.
What officials want to improve
Ms Wharton said the barricades had channelled guests away from the shops in the courtyard, while taxi and tour operators felt that being closer to guests helped them. She said visitors have described the arrival scene as chaotic, and that some days bring five or six ships into port. WINN FM reported that the trial aims to create a more welcoming arrival that encourages shopping.
Minister of Tourism Marsha Henderson said the aim is not to penalise any group but to improve the experience for guests and everyone who works at the port, and she expects “growing pains” during the transition. She asked taxi operators, retail and private vendors, and hair braiders at the port to give the ministry their feedback.
What remains temporary or unconfirmed
- Officials describe the arrangement as a trial to test whether it is feasible. WINN FM quotes Ms Wharton as saying it is “not anything permanent”.
- No end date or review date has been announced, and the detailed rules of the zone have not been published.
- Officials acknowledged that some operators had not complied with the rules and said this would be addressed. ZIZ reported that the ministry plans a gap analysis and adjustments, with support from the police and port staff.
- The space for taxi and tour operators is an interim arrangement while construction continues on the eastern side of the port.
- This article draws on reporting by ZIZ and WINN FM. The details above come from news reports of the press conference.

Looking ahead: P&O Cruises home-porting in 2027
Separately from the courtyard trial, St Kitts is preparing to become a home port, where cruises begin and end rather than just call. The St Kitts and Nevis Information Service reported in July 2026 that the government had broken ground on a new cruise terminal at Port Zante, and that P&O Cruises home-porting operations are scheduled to begin in November 2027.
At the October press conference, Ms Henderson linked the port changes to those preparations, according to ZIZ. No completion date for the new terminal has been published. The home-porting plans are a 2027 development; the courtyard trial applies to cruise arrivals now.
